His directive to the officials was unambiguous: any negligence in development efforts will be punished with strong action. The chief minister highlighted that the city’s transformation is not simply about fulfilling deadlines, but also about preserving quality standards in building and planning. 

The accountability of engineers and implementing agencies was highlighted in his presentation, with Yogi asking for the completion of key development projects on a war footing. He highlighted that these developments are vital not only for the convenience of Varanasi’s citizens but also to promote the city’s image on a global scale, given its role as a major tourist and religious hub. 
 

Key Projects Under Scrutiny:

– Ring Road Phase-2: This critical infrastructure project, which involves constructing a ring road around the city to reduce traffic congestion, has encountered delays due to rising water levels in the Ganges. The revised date for its completion has now been established for February 2025. 

– Mohansarai to Cantt Six-Lane Road: Another project that has faced delays is the widening of the six-lane road from Mohansarai to Cantt. Yogi asked the Public Works Department (PWD) to hasten this construction, noting its relevance in eliminating traffic bottlenecks in the city. 

Ensuring Accountability Among Officials 

One of the more critical orders from Yogi Adityanath’s meeting was the need to identify and hold accountable individuals who have been in the same office for extended durations. The CM highlighted that complacency would not be permitted in offices like the development authority and the municipal corporation. He issued orders for immediate reassignment of officers who have become stagnant in their posts, stressing the need for fresh perspectives and increased vigor to accelerate ongoing programs. 

The emphasis on accountability extended to the Public Works Department and the State Construction Corporation. Yogi underlined that these departments must improve their functioning, assuring better coordination and a faster pace of project implementation. This action demonstrates the chief minister’s trust in a robust bureaucratic system, one that adjusts to the city’s changing demands rather than adhering to old slow-paced governance. 

Crime Control and Law Enforcement: A Priority 

Varanasi’s transformation is not confined to its infrastructure; law and order are equally crucial foundations of the city’s development. Yogi Adityanath, during his visit, urged for severe punishment against habitual criminals. He asked the police to develop a list of such individuals and take strong action against them, particularly those involved in mafias and illicit operations. The mandate to locate unlawful properties controlled by mafias and confiscate them is part of a bigger strategy to ensure that crime is removed from the city. 

Policing for Development:
The CM’s stance was clear: crime must not be allowed to obstruct progress. He urged police personnel to ensure swift action as soon as any crime is reported. He highlighted that there should be no place for delay or incompetence at any level in the police department, as law enforcement plays a critical role in keeping peace and supporting the successful execution of development projects. 

Mohit Agarwal’s Role in Ensuring Law and Order:
The commissioner of police, Mohit Agarwal, informed the CM on the city’s law and order condition. Adityanath stressed that criminals should not be allowed any opportunity to prosper, and Varanasi should become a model of safety as well as progress. Agarwal’s focus on regulating illegal activity in the city matches with the CM’s direction for harsher measures and quicker police responses. 
 

Making Varanasi a Model of Development 

Adityanath’s ultimate ambition is to build Varanasi into a model city of development. With its unique significance as a religious and cultural hub, Varanasi requires a balanced approach to development that respects its legacy while incorporating advanced infrastructure. This equilibrium is key to Yogi’s vision. The ongoing projects under his leadership aim to improve transportation, boost tourism, and elevate living standards for the city’s people.

1. Road Infrastructure: Widening of major roads, development of ring roads, and enhancing connection between Varanasi and other significant areas in Uttar Pradesh are a priority. These enhancements will ease the flow of traffic, promote tourism, and alleviate the burden on the city’s ancient highways. 

2. Waterways and Riverfront Development: The Ganges River is a lifeline for Varanasi, both culturally and economically. The development of the riverfront, including ghats, water transport, and protecting the cleanliness of the river, is another area of concentration. However, the rising water levels offer issues, delaying major projects like the Ring Road Phase-2. 

3. Tourism Infrastructure: As one of India’s most frequented pilgrimage sites, the city is continuously packed with people. Delays owing to natural circumstances, such as the rise in water levels in the Ganga, have delayed several projects, as illustrated by the stoppage of construction on Ring Road Phase-2. Moreover, controlling the rising population and the influx of tourists adds further complexity to the planning and execution of development projects. 

The political situation of Uttar Pradesh also has a role in defining how quickly these projects can be finished. While Yogi Adityanath has earned tremendous support, problems in terms of bureaucratic inefficiency and occasional opposition can hold down the speed of implementation.
